The Thrive by Five (TB5) Index, launched in 2021, emerged to fill this critical gap. Now the largest nationally representative survey of preschool child development in South Africa, the Index has directly informed government strategies, including the National Planning Commission’s 2024 2024 ECD Advisory Document and the Department of Basic Education’s 2030 Strategy for ECD Programmes.

The initiative evaluated Kenya's competitive positioning in the global GBS/BPO market against that of leading GBS/BPO countries such as the Philippines, India, South Africa, Morocco, Poland etc, created collateral on Kenya’s value proposition to global operators, and facilitated market entry for international operators.

The RIA sought to evaluate the implications of adopting these standards in South Africa, focusing on their interaction with existing statutory and voluntary frameworks, the readiness of South African companies and regulators, and potential economic and administrative impacts.
