​Zoë van der Hoven

Partner (Competition and Regulation)

Zoë is a partner in the Competition and Regulatory Economics practice. Since joining Genesis in 2013, she has gained extensive experience in competition and regulatory projects including mergers, abuse of dominance cases, market investigations, telecommunication regulation, damages claims and international trade cases.

These projects have covered a variety of industries including telecommunications, pay-tv services, insurance, automotive aftermarkets, healthcare, the national payments system, agricultural production, the retail of fast moving consumer goods and durables, casino gaming and the export of scrap metal. She has particular experience in the telecommunications sector where she was part of the teams providing expert opinion to the Competition Commission of South Africa in the merger between Vodacom and Neotel and the 2009 complaint against Telkom. She has also assisted ICASA develop and issue new termination rate regulations.

Zoë previously worked for Oxford Policy Management as part of the team evaluating DFID’s Education Sector Support Programme in Nigeria (ESSPIN) and the Southern African Labour and Development Research Unit (SALDRU) designing the material used for a Survey Data Analysis course aimed at graduate students and public servants.

Zoë has a master’s in Economics for Development from the University of Oxford. She has an honours in Economics from the University of Cape Town and a bachelor's degree from the University of KwaZulu-Natal, South Africa.
