Yacine Bio Tchané

Principal (Public Finance Management | Human Development)

Yacine Bio Tchane is a principal in Public Financial Management (PFM) in the Human Development practice. She is based in Benin.

At Genesis, she is responsible for designing and implementing strategy, recruiting and building the team’s capacity, and conducting business development with existing and new partners. Her role includes providing advisory and technical assistance, developing capacity programmes, conducting analytical work, and ensuring quality control to PFM work across the firm.

Yacine is a Beninese economist with extensive experience in PFM, international development and research across Sub-Saharan Africa.

She started her career as an ODI Fellow at the South African National Treasury. There she worked on enhancing peer learning in PFM reforms at the Collaborative Africa Budget Reform Initiative (CABRI).

Yacine has conducted quantitative and qualitative studies across a wide range of sectors, prepared budget briefs and produced reviews of the public availability of key documents during the budget process. In addition, she has built the capacity of officials on selected PFM issues.

Yacine worked as an associate for CABRI's Building PFM capacities in Africa from 2019 to 2024, focusing on implementing key PFM reforms.

Since 2022, Yacine has been part of a team assisting Algeria's government in implementing Programme-Based Budgeting and designing a Children Satellite Account.

She holds a bachelor's in Economics and Political Science from Rutgers University and a master's in Development and Management from the London School of Economics.
