Raúl Fernández
Manager (Climate Finance and Economics)
Raúl Fernández is a manager in the Climate Finance and Economics practice. He is based in Spain.
He is an expert at the intersection of climate disaster risk finance and monitoring, evaluation and learning (MEL). He has worked in development and climate issues for bilateral donors, international development organisations, academia and as an independent consultant.
Most recently, Raúl has focused on Climate Risk Insurance, leading the research component in an implementation project in the Caribbean and developing a MEL framework for the V20 Sustainable Insurance Facility. He has also supported the InsuResilience Secretariat with technical assistance in climate disaster risk finance.
Raúl is skilled in policy analysis, applying mixed methods for research, and in capacity-building processes for civil society organisations.
He holds a master’s in Development Economics from the Georg-August-Universität in Göttingen and a master’s in International Business Management from the Spanish Institute for Trade. He is fluent in Spanish, English and German.
