Dr Marcela Tarazona
Climate and Adaptive Social Protection Advisor
Dr Marcela Tarazona is a climate finance economist with more than 20 years experience helping governments and development partners design, finance and strengthen climate-resilient social protection and public finance systems.
She advises ministries of finance, multilateral institutions and development finance organisations across Africa, Asia and Latin America.
Her expertise spans climate and disaster risk financing, adaptive and shock-responsive social protection, sovereign risk insurance, public financial management and climate investment planning.
Her track record includes supporting governments to develop national disaster risk financing strategies, integrate climate considerations into budgets and fiscal policy, and establish financing mechanisms that enable social protection systems to respond rapidly to climate and economic shocks.
Marcela holds a PhD in Economics and an MPhil in Environmental and Natural Resource Economics from the Toulouse School of Economics, as well as an MBA from the London School of Economics. She is fluent in English, French and Spanish.
