Elinor Nippard

Principal Procurement Specialist (Genesis Procurement Services)

Elinor Nippard is a principal procurement specialist in Procurement Services, based in the UK.

She has extensive experience in public procurement, specialising in legal and regulatory frameworks, procurement reform, capacity development and sustainable public procurement.

She has worked on procurement reform programmes in Uganda, Swaziland, Zambia, Zimbabwe, Malawi, Botswana, Ethiopia, Tanzania, Ghana, the Maldives, Barbados and Afghanistan. Her work has included drafting public procurement laws, regulations, manuals and standard bidding documents, designing capacity development strategies, curricula and training materials and delivering training. 

She has also worked with various international organisations, delivering training for the African Development Bank and updating procurement manuals for both UNICEF and the Organisation of East Caribbean States.

She was programme manager for a Sida-funded Global Capacity Development Programme on Sustainable Public Procurement. This role involved managing a team across 12 countries in Africa, Latin America and Eastern Europe.

Elinor has a bachelor’s in European Studies from the University of Leicester and a master’s in Public Procurement Law and Policy from the University of Nottingham. She is a member of the Chartered Institute of Procurement and Supply, having completed their graduate diploma.
