Carl Schütte

Carl Schütte is an associate principal in the Health practice. He provides public financial management, health financing and cost analysis services to donors, local and international NGOs, and the government sector. He is based in South Africa.

His consulting work has focused on projects in the development sector and includes programme budgeting and costing, financial flow mapping and expenditure tracking, cost efficiency analysis and value for money, developing implementation and work plans and providing financial management support services, sustainability and transition planning, and investment case support to government and civil society organisations.

Carl has carried out several public financial management systems reviews and assessments for government departments, and has a deep understanding of government financial management systems. He has developed complex models for the Global Fund for budgeting and costs estimation for use by practitioners.

More recently Carl focused on work to support countries preparing for transition from external funding and building sustainable health responses. This work includes detailed reviews of health financing and funding flows, fiscal space analysis, assessing transition vulnerability of systems for health, including the funding, and capacity of civil society stakeholders.

Carl is a chartered accountant. After completing his articles, he worked as an activity-based costing specialist at management consultancy Deloitte. Thereafter, Carl managed Strategic Development Consultants for almost 20 years before joining Genesis Analytics at the start of 2019.
