Youth in Mongolia to reap benefits of innovative employment proposals

The International Labour Organisation (ILO) Mongolia contracted Genesis Analytics to support the design of youth employment initiatives and resource mobilisation efforts.

Alongside UNICEF, the ILO aims to assist the Government of Mongolia in advancing young people’s education, training and employment through the UN Global Initiative on Decent Jobs for Youth as well as Generation Unlimited.

The purpose of the study was to design, develop and mobilise resources for two youth employment projects that address barriers to youth employment.

The assignment progressed through five phases, each building on the previous one:

  • An inception report to understand opportunities for youth employment, the donor landscape and the political economy in Mongolia.
  • Mapping of the development cooperation support landscape. This entailed identifying development partners, their strategic priorities, activities and funding. Genesis examined areas of overfunding and underfunding, to promote synergies and address key gaps.
  • Development of potential youth employment initiatives into concept notes. These were aligned with national priorities and linked to resource mobilisation opportunities, the country investment agenda, the Mongolia Decent Work Country Programme (2023 - 2027), and the UN Sustainable Development Cooperation Framework (2023 - 2027).
  • Resource mobilisation efforts involving funding dialogues among key public and private sector stakeholders to potentially fund the top two initiatives.
  • Development of the selected initiatives into two full project proposals using the proposed ILO template.

The collaboration between Genesis and the ILO has resulted in a strategy to address the issue of youth employment in Mongolia, marking a significant step towards addressing this challenge.
