Study aims to boost uptake of graduation programme in Jordan

Genesis partnered with UNICEF to enhance the EU-MADAD graduation programme in Jordan by way of a diagnostic study and recommendations. The graduation programme, a three-year joint initiative coordinated by the International Labour Organisation and UNICEF, aims to support the implementation of Jordan’s National Social Protection Strategy (2019-2025).

The programme faces a myriad of challenges, most notably those surrounding a struggle to enrol participants and limited uptake and utilisation of the graduation services on offer.

Genesis partnered with UNICEF to carry out two main tasks:

  • To conduct a diagnostic study assessing the quality of programme design and implementation as well as programme performance. This was looked at in terms of success factors, results achieved and challenges encountered, including reasons for low utilisation.
  • To provide recommendations on how to improve programme design and increase its uptake and effectiveness for different population groups (considering nationality, gender, age and location).

The project team provided 12 overarching recommendations backed by evidence from a range of sources (programme documents, other similar programmes implemented in Jordan and outside Jordan) and detailed implementation steps. 

They addressed every aspect of the graduation programme including: messaging and marketing of the programme, enabling participation, programme design and programme management.

The recommendations were tailored to the unique context of those directly affected by the programme, noting the differences in impact of the programme on different population groups. These groups included Jordanian participants and Syrian refugees, males and females, and people with disabilities and those without disabilities.
