Review of tariff application by ports authority

In its tariff application for 2013/14, the National Ports Authority proposed a tariff increase of 5.4 per cent. Genesis was retained by the Ports Regulator of South Africa to conduct research and provide analysis in support of the regulator’s assessment of the tariff increase application.

Best practice regulatory accounting techniques were used to provide an independent expert assessment of the proposed tariff increases set out in the application. Specifically, the work included an assessment on the NPA’s compliance with the legislative framework, a detailed assessment of each of the key elements of the NPA’s revenue requirement calculation, different options for each of the key elements of the revenue requirement calculation, and the project team’s opinion on the relevant stakeholder submission.

Based on this analysis, the team provided recommendations on appropriate tariff increases and these were used by the regulator to make a final determination on tariffs.
