Final review of PEP Africa

The International Finance Corporation’s (IFC’s) Private Enterprise Partnership for Africa (PEP Africa) was established in 2005 to provide regional advisory services in support of the IFC’s private-sector development strategy for Africa. This strategy consisted of three core pillars: SME development, investment climate reform and mobilising private investment.

PEP Africa drew to a close in 2015 and Genesis was contracted by the IFC to conduct an independent review of the 10-year programme.

The purpose was to understand the relevance, efficiency, effectiveness, and results and impact of PEP Africa and its projects. The review was purely qualitative, drawing on the findings of previous reviews and engaging key stakeholders.

The findings from this review were used to inform further engagement with the programme’s key donors and the design of a possible successor programme to PEP Africa in the sub-Saharan Africa region.
