Policy memo on PPPs for Zambian government

Genesis was contracted by the UK Department of International Development (DFID) to carry out a diagnostic study of the PPP market in Zambia and to propose reforms in relation to the functions and location of the PPP unit.

This entailed a detailed review of the country’s PPP legislation and policies, a mission to Lusaka to interview a dozen officials and stakeholders, and a presentation to the Vice-President and head of the Office of the President and Cabinet (OPC).

The assignment culminated in a policy memorandum addressed to the Minister of Finance and the OPC on how the PPP unit could be strengthened and be re-positioned.

One of the major institutional issues was how suitable skills in the Zambia Development Agency could be used for project preparation while the central PPP unit’s role was to focus on regulation.
