Monitoring implementation of City Support Programme

Genesis Analytics was commissioned by the World Bank through funding from the Swiss State Secretariat of Economic Affairs (SECO) to provide monitoring support to South Africa's City Support Programme (CSP). Genesis had previously conducted an evaluation, assessing the effectiveness of the technical assistance programme.

A key finding of this evaluation was that the CSP required a more comprehensive monitoring and evaluation (M&E) system, which enabled the tracking of the programme's outcomes.

Genesis worked closely with the CSP team review, and revised the programme's theory of change and developed indicators to measure the programme's performance at each level of the theory of change. This was a highly consultative, collaborative process that resulted in an agreed-on M&E framework for the programme.
