ILO guidelines for green employment diagnostics

In collaboration with Genesis, the International Labour Organisation (ILO) released guidelines for conducting country-level green employment diagnostics, aligning with the goal of facilitating just transitions.

The guidelines aim to be transformative in a context where climate change and the global shift towards a just transition profoundly impact labour markets, particularly in developing nations. Policy initiatives that steer away from carbon-intensive production shape labour markets through job creation and elimination. Comprehensive analyses and evidence leveraging various data sources and methodologies are crucial for policymakers and stakeholders.

The guidelines aim to improve the understanding of the interplay between the environment, economy and employment. They also provide specific and actionable recommendations for policy interventions that enhance the sustainability and inclusiveness of national employment policies, aligning them with national and global climate policies and strategies.

Complemented by a toolkit and reference checklists, these resources are adaptable to each country, involving in-depth profiling, thematic assessments and computational analysis.

To ensure their effectiveness, the guidelines and toolkit were tested and iterated through a pilot study and workshops in Mozambique.
