
Financing adaptive social protection in fragile nations
Genesis was contracted to conduct a multi-country study of the public finance systems and processes used as part of adaptive social protection (ASP) responses in fragile countries over the past five to six years. The evidence gathered will help UNICEF to strengthen ASP systems in fragile countries.
The research focused on the following overarching research questions:
- Is ASP financed adequately, efficiently and sustainably in fragile countries?
- Are budgets for ASP executed efficiently to support crisis-affected populations in a timely manner?
This research entailed a cross-country comparison to identify themes and issues of relevance to different contexts. Upon completion, a set of strategic recommendations for intervention was formulated.
These aimed to strengthen the timely and efficient scale-up of the social protection system and the disbursal of benefits to crisis-affected populations, taking into account the specific needs and constraints of different contexts.
