Expert role in Icasa's interconnection public hearings

Genesis was commissioned to provide expert economic assistance to ICASA in the 2007 public hearings on wholesale interconnection, local access and various other services.

The Genesis project team were economic experts on the ICASA panel and provided detailed analytical reports in response to the operators’ oral and written arguments. They also developed final findings on market definition and significant market power (SMP) determinations.

This ultimately provided the economic basis for the interconnection regulations that were to be developed later. These regulations have brought substantial savings to South African consumers through enhanced competition and lower prices.

Following on from the market review public hearings, Genesis drafted the Market Definition Reports for ICASA. This process included developing detailed proposals for market definitions, an SMP analysis, effective competition analysis, and principles for pro-competitive interventions.

The project spanned several telecommunications markets, including retail fixed and mobile voice services, retail fixed and mobile broadband data services, wholesale interconnection services, wholesale local access (local loop unbundling), wholesale call conveyance, wholesale trunk conveyance, wholesale leased-line and ADSL segments, and wholesale mobile services.
