Evaluation of SA Urban Knowledge Hub TA Programme

Genesis Analytics was commissioned by the World Bank to conduct an evaluation of the South African Urban Knowledge Hub Technical Assistance Programme (TA programme), funded by Swiss State Secretariat of Economic Affairs (SECO).

The TA programme supported the National Treasury’s City Support Programme (CSP) through six thematic areas. The TA programme’s seventh thematic area supported the Department of Cooperative Governance and Traditional Affairs (COGTA) in the implementation of the Integrated Urban Development Framework (IUDF), which contributes towards the effective functioning of intermediate city municipalities (ICMs).

SECO requested this evaluation to assess the TA programme’s relevance, efficiency, effectiveness, impact and sustainability, and provide recommendations for future implementation.

Many of the recommendations from the evaluation have been incorporated into the design of the second phase of the CSP programme.
