Developing a RIA Template for Zimbabwe

Genesis was contracted by the Confederation of Zimbabwe Industries (CZI) to design a National Regulatory Impact Assessment (RIA) template for Zimbabwe to be used by regulators across various sectors. 

In addition, Genesis was asked to develop a high-level roadmap for gradually strengthening the RIA system in Zimbabwe, including producing a more rigorous RIA template over time, embedding proportionality so that more significant regulations undergo deeper assessments, and establishing monitoring and evaluation mechanisms to assess the quality and effectiveness of RIAs. 

A RIA handbook was developed which provides practical guidance on the application of RIA in Zimbabwe, including two RIA templates (ex-ante and ex-post), and was designed to support policymakers, regulators, and public officials across government ministries, departments, and agencies in understanding when and how to conduct RIAs, and how to use them effectively to inform regulatory decision-making.
