Design of regulatory impact framework for NERSA

The National Energy Regulator of South Africa (NERSA) asked Genesis to design a Regulatory Impact Assessment framework for use in evaluating the decisions made by the regulator.

The framework conceptualised impact, identified stakeholders and provided indicators to measure the impacts of NERSA’s decisions on pricing and licensing in the electricity, piped-gas and petroleum sectors on both an ex ante and ex post basis.
