
Costing the path to progress for youth policy in Lebanon
Genesis was contracted by UNICEF Lebanon to conduct a costing of the National Youth Policy Action Plan (NYPAP) for Lebanon with the goal of developing a strategic action plan for its implementation.
The project entails providing technical support to the Ministry of Youth and Sports, the primary coordinator of the plan, along with all relevant public institutions and partners.
The development of detailed costing of sector strategies is intended to contribute to the scaling up and sustainability of successful programmes. This should encourage state institutions to strategically invest the national budget. Such allocation is aimed at achieving results that prove to be cost effective and provide a return on investment.
The outcomes of this assignment include developing a detailed costed implementation plan of the different interventions under the NYPAP with a clear comprehension of the responsibility of each stakeholder, the timing for implementation, the cost of each intervention, the output and outcomes, and indicators of performance.
Genesis will engage in a series of discussions with stakeholders and investigate the most effective activities to realise the NYPAP’s desired outcomes. Our team will develop a range of scenarios – ideal scenario, status quo based on the economic situation, and a low-cost option. These scenarios will be grounded in a costing plan that allows the Ministry of Youth and Sports to evaluate and prioritise interventions for implementation, taking into account available financing resources.
The assignment will culminate in the formulation of recommendations to integrate the NYPAP with national budgeting processes. This mainly involves the relevant line ministries, in accordance with the action plan, along with their respective partners under the leadership of the ministry. The aim is to secure sustainable funding for all activities. These recommendations will be validated in a stakeholder workshop. Following this, a final report, complete with comprehensive costing of the plan and validated recommendations, will be presented to the Ministry of Youth and Sports.
