Assessment of SA road freight strategy

Genesis was commissioned by an industry association to provide a high-level assessment of the Department of Transport's proposed Road Freight Strategy for South Africa.

The assessment entailed commenting on the four strategic pillars of the strategy; namely integrated transport mechanisms, road infrastructure management and funding, overload control management systems, and self-regulation and road safety.

Specific issues related to the strategic pillars that the team investigated included the use of rail transport as an alternative to road freight, the efficiency of intermodal facilities, issues related to changing the authority over roads, the user-pay principle for heavy vehicles and funding of road maintenance.

We also provided advice on the suggested institutional changes, as well as the use of targets. This assessment was used by the industry association in its consultations with the department.
