Assessing the development challenges in South Africa

USAID/SA is developing its new Country Development Cooperation Strategy (CDCS) for South Africa. The CDCS will outline how USAID/SA will deepen collaboration with the private sector and how USAID/SA will partner with the private sector over the lifetime of the CDCS to contribute to ending the need for foreign assistance in SA.

DAI contracted Genesis Analytics on behalf of the USAID INVEST programme to determine a market-based approach to address the underlying causes of several development challenges, among those in health, education, environment, democracy, human rights and governance.

The assignment involved extensive consultation and collaborative ideation with sector actors, culminating in a set of focused recommendations related to:

  • Potential partners for its PSE initiatives
  • An immediate project per development challenge
  • A longer-term programme of action per development challenge.

Genesis’s recommendations included specifying USAID South Africa’s role (financial and non-financial) and identifying the extent of interest or commitment from potential partners. We explored the most binding constraints that potential partners could be encouraged to overcome, and uncovered strategies suited to USAID’s role to do so. Finally, we developed a set of performance indicators against which the USAID INVEST South Africa’s future work can be assessed.
