Rowan Hamill-McMahon
Manager (Human Development)
Rowan Hamill-McMahon is a manager for the Human Development practice. He is based in Nairobi.
Rowan has led and managed complex consultancy projects with national and sub-national governments, the private sector and the third sector across Sub-Saharan Africa, South and Southeast Asia, Latin America and Europe. He was country manager for Oxford Policy Management in Myanmar.
He specialises in the implementation of large, multi-year technical assistance programmes and has conducted numerous research, strategy and evaluation projects.
A certified teacher, Rowan’s experience is primarily in education systems, including in early childhood education, assessment and teacher training. He has also worked in private sector development and investment, and has experience in WASH and decarbonisation.
Rowan has built trusted relationships with a variety of clients including UNICEF, UNESCO, FCDO, New Zealand Ministry of Foreign Affairs and Trade, the Asian Development Bank, GIZ, Save the Children, and a number of UK local authorities.
He holds a master’s in Latin American Studies from St Antony’s College at the University of Oxford.
