Dian Balde

Associate Consultant (Climate Finance and Economics)

Dian Balde is an associate consultant in the Climate Finance and Economics practice. He is based in France and supports the firm’s work in Francophone Africa.

Dian is a development economist and investment specialist with experience in climate finance, renewable energy, agriculture and the water-energy-food nexus, including in West Africa and the Sahel.

He has worked with governments, multilateral organisations and private investors to mobilise climate finance, create resilient infrastructure and drive energy transition strategies.

At the Tony Blair Institute for Global Change, Dian co-led the strategic development of Senegal’s Just Energy Transition Partnership and integrated renewable energy into agriculture for the African Development Bank.

Previously, he advised the Government of Guinea on restructuring agricultural projects, enhancing productivity and aligning donor initiatives with national priorities. He has also led initiatives at the United Nations Capital Development Fund, supporting municipalities across Africa to secure finance for climate-resilient urban projects.

Dian began his career managing hydro and solar projects in West Africa.

He holds a bachelor’s in Economics and a master’s in Development Economics.
