
Tailored public finance solutions for Guinea
Genesis’s Public Finance Management (PFM) team is working with the Collaborative Africa Budget Reform Initiative (CABRI) and the Government of Guinea as part of an initiative aimed at enhancing public finance capabilities across Africa.
The initiative stems from the Building Public Finance Capabilities (BPFC) programme developed by CABRI in collaboration with the Building State Capability programme at Harvard’s Centre for International Development. It is designed to empower government practitioner teams across the African continent, providing them with the tools to drive incremental changes and enhance their capacities.
The action-oriented programme is run over a year and involves public servants from Guinea’s Ministry of Budget. This includes members of the Cabinet, the budget office and the debt department. The programme is built upon the principles of the Problem-Driven Iterative Adaptation (PDIA) approach.
Each year, countries all over the African continent apply to be part of the BPFC programme. The initiative underscores the importance of navigating political and administrative challenges with a keen understanding of local contexts.
A team of government employees from different ministries applied with the following problem: The accumulation of arrears on supplier debts is leading to the crowding out of expenditure in essential social sectors. At the end of 2023, the stock of arrears amounted to 5,203 billion CFA francs. Clearing this stock of arrears would consume 14% of the budget in 2024. The non-resolution of the accumulation of arrears would have profound consequences for the country’s economic and social development.
Genesis’s joint solutions approach to problem solving is inspired by the PDIA approach. Our approach to generating solutions is led by the users and facilitated, rather than produced, by the consultants. This technical assistance aims to solidify our working relationship with Guinea’s Ministry of Budget and support broader PFM reforms.
