Education finance tailored to Papua New Guinea context

As part of a collaboration between the World Bank and the Government of Papua New Guinea (PNG), Genesis customised educational finance modules for officials in PNG’s Department of Treasury and Department of Education, and created a detailed teacher guide for local trainers.

The initiative was driven by two primary objectives:

  • The first was to revise the course content to ensure its direct applicability to PNG’s unique educational finance landscape. This involved adjusting each module and integrating relevant approaches and illustrations.
  • The second was to adapt the instructional approach to accommodate participants engaged in self-paced online learning. This was supplemented by eight monthly face-to-face sessions hosted at the World Bank offices. These sessions were facilitated by a local trainer, who was supported online by a World Bank staff member.

The project incorporated an assessment strategy consisting of pre-test, mid-test and post-test evaluations. These were designed to gauge learning outcomes and assess participants’ grasp of the course material.

In addition, the project solicited continuous feedback from the local trainer and gauged participant satisfaction through feedback forms. This iterative process not only informed refinements to lesson content but also shaped the pedagogical approach of the training.

Survey findings showed that participants were highly likely to recommend the course to their colleagues. In addition, over 70% of participants expressed confidence in their readiness to use the knowledge and skills gained in the course in their professional roles.
