Danes investigate a project support facility for water programme

Genesis was contracted to assist the Danish embassy and Danish Environmental Protection Agency to conduct an investigation into establishing a project support facility (PSF) focused on investment planning and feasibility, project contracting, delivery modalities, financing and procurement.

The PSF is aimed at supporting activities in the second phase of the South African-Danish Strategic Water Sector Programme focusing on water, energy and sustainable development projects.

Genesis looked at opportunities available in South Africa, both connected to existing PSFs in the South African market, and also institutions that have the mandate to participate/partner in the PSF and to which extent and to which areas their mandates could be applicable.

The project was defined and objectives agreed to in phase I of the project conceptualisation of this assignment through collaborative discussions between the Danish embassy and Genesis. As part of phase II, the Genesis team consulted various stakeholders in the water sector to establish the need and demand for a PSF.

These findings were presented in a consultation report. Phase III unpacked the scope and mandate of the PSF i.e. sector focus, limitations, and exclusions, identified the different options by which a PSF may be set up and where it could potentially be housed, be it within the Danish embassy or a South African institution and, lastly, identified the broad outlines of the functions of the PSF.
