Matthew Savage

Strategy Adviser

Matthew Savage is an international expert and economist specialising in the design, appraisal and evaluation of climate change programming.

He has worked extensively for the UK government in programme strategy and project design and appraisal. Most recently, he led the energy transition effectiveness workstream for the COP26 team at the UK Cabinet Office. 

Over the past decade, he has led and provided economic inputs to more than £2bn of FCDO programming, covering more than 30 climate and environment related business cases. He has also led global impact evaluations for all the major climate funds (e.g., Green Climate Fund, Climate Investment Funds, ESMAP, SREP).

Matthew led the climate and energy training programme for the FCO between 2004-2012.
