Mark Schoeman

Partner (Centre of Digital Excellence)

Mark Schoeman is the partner at the Centre of Digital Excellence (C0DE) at Genesis Analytics. 

He has led the development of national digital economy and 4IR strategies in South Africa, Lesotho, Malawi, Tanzania and Uganda. He has advised several private foundations on the design of tech-enabled development programmes in areas such as healthcare and education.

Mark works with governments, companies and development organisations across the world. He has managed complex multi-country assignments from project design to conclusion. Some of the areas of specialisation he has developed through these assignments are:

• Identifying tech-enabled opportunities such as job creation, transforming human capital, digitising government services, and managing the COVID pandemic, and the enablers required for these opportunities to scale;

• Improving tech governance through policy reforms, agile regulation, innovation enablers and ecosystem facilitation;

• Crafting national and sector development strategies for the digital economy, 4IR, financial and digital inclusion, MSME development and trade & investment;

• Overseeing a tech application development team designing data analytics tools and chat bots;

• Economic development programme design, implementation, and evaluation for donors and multilateral development organisations.

Mark holds a bachelor's in Politics, Philosophy and Economics and an honours in Economics, all from the University of Cape Town. He also has a master’s in Development Economics from the University of the Witwatersrand.
