Feasibility assessment

A detailed feasibility assessment is a critical component in the preparation of a project and in the evaluation of the project’s attractiveness to private investment.  

The feasibility study covers the technical, legal, social, environmental, economic and financial aspects of the project, which holistically inform a decision on the most appropriate transaction structure with which to implement the project. 

PPP transaction advisory

We assist public institutions and private investors in the planning, procurement and implementation of large-scale transactions for infrastructure and related services. 

Our transaction advisory expertise is in public-private partnerships (PPPs), which involve a contract between a public-sector institution and a private party for the provision of an infrastructure asset or service. 

Our service spans the PPP project cycle. The expertise provided includes feasibility assessment, managing competitive bidding processes, contract negotiation and assistance to commercial and financial close. 

Financial structuring and capital raising

Transaction structuring involves identifying the most appropriate project finance structure that maximises value for money and can be implemented. 

The transaction structure outlines the various parties involved in the project management, implementation and financing. 

Our expertise ensures that the most appropriate structure is adopted where projects risks are appropriately identified and allocated, with sufficient risk-mitigation measures put in place.

Planning

Genesis offers the public and private sectors the tools and expertise to strengthen the planning of infrastructure development and to identify sources of finance.

Our approach takes into account two key elements, namely: analysing and helping establish enabling environments (including policies and regulatory frameworks) and detailed sector planning. 

Planning is essential in the appropriate allocation of budgets, the prioritisation of project pipelines and the eventual delivery of infrastructure.

Procurement support

The Genesis project finance team supports our clients in the management of complex bidding processes, designing bidding evaluation criteria, bid evaluation and contract negotiation.

With private-sector clients, Genesis is able to provide support for specific bidding requirements on a project, as well as meeting their needs within the contract negotiating phase.

Genesis is the lead partner in a consortium that has been retained to provide transaction advisory services for the development of hostels for 35000 students at five universities in Kenya. 

The Genesis Infrastructure team is providing a full portfolio of services, right from the feasibility study through to the financial close.

As part of the scope of work, Genesis undertook an evaluation of the project in order to assess the economic impact it will have on the Kenyan economy. The core requirements of the consortium are the production of technical and financial feasibility studies, the preparation of bid documents and assistance with the selection and contracting of the preferred bidder.

The feasibility report was submitted in mid-September 2016 and requests for qualification went out at the end of 2017 for three of the five student hostel PPP projects. 

Another milestone was reached in March 2018 when a number of bidders submitted bids to pre-qualify for the project. The evaluations of the bids is now taking place. 

Genesis is the lead transaction advisor for the project and, after completing the detailed feasibility studies, is assisting the Government of Kenya procure the appropriate private implementation parties.

Genesis Analytics has been appointed the lead financial transaction adviser in a consortium of four companies tasked by the City of uMhlathuze’s municipality to assess the feasibility of re-using wastewater and associated by-products. 

The study specifically explores the viability of a public-private partnership (PPP) for the project. If a PPP is viable and desirable, Genesis will assist uMhlathuze to procure one. 

Currently wastewater discharges into sea through marine outfalls and into river sources at a time when there is increased pressure on potable water sources. 

Genesis’s role is to help the city make informed strategic decisions on how it can efficiently and affordably re-use wastewater by involving the private sector.

We will determine the affordability and bankability of the project. Genesis will also assess whether the technical solution is value for money so that the uMhlathuze municipality can deliver its services.

Genesis worked with the African Development Bank to provide technical support for the structuring and implementation of the Songwe River Basin Development Project – a transboundary project on the border of Tanzania and Malawi. 

The project involved an 180-MW hydropower plant, irrigation scheme and a range of social infrastructure initiatives. Our mandate was to develop an effective financing strategy and assess the potential for attracting private sector investors into the project, primarily in the hydropower plant and irrigation schemes through PPP arrangements.

Our analysis involved the financial and economic appraisal of the various project elements and the design of sustainable financing strategies. Drawing on different financing instruments and sources of finance, we looked for models that are likely to be attractive to the private sector while still retaining the important socio-economic development goals of the respective governments.

Genesis provided overall leadership to the Transaction Advisory Team retained by the Government of Lesotho over a three-year period. 

Our role as transaction adviser was to guide the government project team in every aspect of the procurement of government accommodation via PPP.  In this role we worked closely with the procurement team in the Ministry of Finance, which consists of a senior procurement officer and a legal specialist who together make up the Lesotho Government PPP unit.

Through our support of the Lesotho PPP team in the Ministry of Finance, we were able to reflect on the requirements of establishing a new PPP unit as well as the institutional choices and resources constraints that were likely to be encountered.

Genesis provided transaction advisory services to the Prime Minister’s office in Mauritius. We provided economic, financial and PPP procurement advisory services from the feasibility to procurement stages of the project.

The driver education and testing centre (DETC) will be a training facility with the objective of imparting quality practical and theoretical training for learners in Mauritius.

The government also requested an investigation into whether the DETC could be a feasible project to undertake as a PPP.  Our primary role in the project was economic and financial advice in the preparation of the feasibility study as well as design of the subsequent procurement process for the PPP.

Genesis has been appointed by the National Metrology Institute of South Africa (NMISA) to undertake the function of project officer for the possible Public-Private Partnership (PPP) procurement of new office accommodation. 

The NMISA is part of the Department of Trade and Industry’s (the dti) family of Technical Infrastructure (TI) Institutes. Together the TI is responsible for the measurement standards and sciences, procedures and the regulations as well as accreditation that gives confidence in goods and products and allows for successful prosecution in cases of non-compliance.

Genesis’s role as project officer is to oversee and manage the entire PPP process, including appointment of the transaction advisers, management of their work and delivery against the timelines, also managing engagements with other stakeholders including the PPP unit at the National Treasury

The Climate Resilient Infrastructure Development Facility (CRIDF) is a DFID-funded facility that prepares water and infrastructure projects across SADC. It focuses on projects that build climate resilience, are pro-poor and are located in one of the SADC region’s 13 transboundary water basins. Under the CRIDF, Genesis was involved in the design and delivery of water infrastructure that fosters sustainable development of the region’s water, food and energy security.

Our work focused on:    

Financial and economic appraisal of projects in order to assess a project’s impact, inform decision-making and to ensure financial, operational and social sustainability.

Leveraging and mobilising finance to support CRIDF in high-level engagement with donors and potential financiers to identify potential sources of financing, as well as in preparing projects for presentation and conducting the actual engagements.  

Genesis supported the programme across multiple individual water-preparation projects. For example, together with the African Development Bank, we assessed the commercial viability of a hydro-electric plant on the border of Malawi and Tanzania. The project aimed to develop an effective financing strategy and assess the potential for attracting private sector investors through public-private partnerships.

The Genesis project economist led the development of the financial and economic models, assessing the likely returns and benefits from the project and working to structure it in a way that is attractive to the private sector, while retaining important socio-economic development goals of the respective governments.
